At the time relevant to this paper, Mohammad Hamid Ansari was the Chairman of the Rajya Sabha. Under the Constitution, the Vice-President of India is ex officio Chairman of the Rajya Sabha. Ansari served as Vice-President—and consequently Chairman—from 2007 to 2017. Sumitra Mahajan, by contrast, was Speaker of the Lok Sabha.
